I got a 2002 XTerra, and know it's often suggested to remove the sway bar because occasionally the bar will swing out and damage the rear right shock.

This is more than occasionally for me. It's a daily occurrence. It literally happens just pulling out the driveway. I'm breaking like a shock a month. No good. No good at all.

However, the state of Utah requires an annual safety inspection, and part of that inspection is requiring the sway bar is installed. I can't legally remove the sway bar and stay street legal.

I'm stumped, can you guys think of any solution that may help me here?

I assume you are referring to the rear sway bar? If so unbolt it and boot it back in before inspection. It's only 4 bolts. I took mine out in less than 10 minutes

X2, just remove and replace when you get inspected...simple as that...unless you want to invest in quick disconnects
