The crankshaft moves two turns for every one time the distributor turns. You’re probably 180 off on the distributor. Remove it and turn the crankshaft over one turn then put the distributor back in

Yes this will help you find TDC but much like the marks on the balancer, this doesn’t tell you TDC compression or exhaust. You’d have to be able to see the valves
