Tape off the lights, Use 1500 Wet/dry sandpaper ONLY, even if the headlight defects are severe, this is becuase the lower grit creates deep grooves as well, and is sometimes a lot more work to get out. Get the headlight to a smooth white haze then use a high RPM buffer (1500 plus) with Turtle wax Brand Polishing Compound. Be careful, not to spend to much time in any spot as to NOT burn the plastic.

I would suggest using a UV blocking clear coat after cleaning them up.
Keeps them clear much longer.
