On my scan guage there seems to be a difference. The cruise control pulses and seems to have a heavy foot when accelerating. You could net better mileage on hills with the cruise off if you roll down the hills with the clutch in or in neutral. On abrupt short hills the cruise control likes to floor it to maintain speed. When you drive you could back off the gas a bit at the cost of speed and coast up the hill and sometimes roll over the hill without accelerating.

On perfectly flat road I see no disadvantage of the cruise. I definitly wouldn't use it to accelerate because of its heavy foot. Just use it to maintain speed.

better - flat ground
worse - hills, towing

I agree with Dustin. On the hills, you can modulate the transmission better and prevent a sudden downshift (Autos).

That's a fact, on hills it'll overmodulate the throttle, or with a large load, but on flat ground it'll keep the throttle at mostly the same power setting, allowing for little throttle modulation and increased fuel efficiency.

just like everyone else said. it will better it on flats and highways. but as soon as the CC sense load it mats the accelerator to keep at speed and kills the mpgs. it like having a hybrid to save gas and living at the bottom of pikes peak and working at the top. the hybrid part is practially useless for going up cuase your using the gas engine the whole time. you might as well just drive a regualr vehicle and coast down in neutral
