I have 3/4 shackles for my front bumper, the hole that shrocks put for the recovery points is 3/4 inch and the shaft is a little smaller than 3/4 but when I tried to hammer it in it wont even budge. is there a decent size shackle with a smaller shaft?

I would just get a dremel and work on the holes. I wouldn't move to a shackle with a smaller shaft. It'll rattle.

I was just outside hitting it with a hammer and it doesnt even go in a hair. I was thinking viking, because they are rated alot more than needed so I really dont need 3/4. I dont own a dremel. and I dont have a drill bit that big. I ordered them with my bumper.

I know the CSI winch shackles on Amazon, in the reviews one person says:
"These are metric as another reviewer stated. The shackle is just less than 3/4 inch, and the pin is just smaller than 7/8 inch. The shackle has a 4.75 Ton working load limit stamped on it."

And the red would go with your color scheme :)

A dremel is a good thing to have sir. I keep mine in the kit to go out on the trail and they aren't that expensive. If you do get smaller shafted shackles, be sure to do the ballcock washer mod so that they don't rattle around and leave spots all over your new bumper.
Before you down size, where did you get the shackles you are currently using? The one I got from Pepboys looks and was purchased as a 3/4th with a 7/8th pin but is actually a bit larger. I ordered specifically 3/4th with 7/8th pin from warrior products and they fit perfectly. I know, I bought them from a Heep site, but they were the cheapest.

Fastenal usually has shackles, you could hit up one if you have one locally. If not I'd suggest looking for a Rigging/Cable supply place so you can try one out to make sure it fits.
You might actually need a 5/8" shackle which usually has a 3/4" pin
While on the topic of shackles, I'd recommend a US made company like Columbus Mckinnon, Crosby, or Vanbeest (netherlands)
