I've never heard of a "volt stabilizer"
But the grounding kit usually upgrades the current grounds to larger gauge wire and adds more grounding points (usually between battery, engine, chassis, and alternator)
It's been pretty a popular mod in the import tuning scene and seems to work well.

Well the ground kit reduces the resistance on the grounding system, so it helps the starting/charging and ignition systems work more efficiently.
I still don't know what that other doohickey is, I guess I'll look it up when I'm bored :D
